Direct answer: No. Prescription hydroquinone is used under clinician supervision for selected pigmentation problems with a known formulation, instructions, treatment interval, and follow-up. FDA states that over-the-counter hydroquinone skin-lightening products are not legally marketed in the United States. An online or imported cream may also have uncertain concentration, contaminants, or undeclared ingredients, so it should not be treated as a cheaper equivalent.

The same ingredient name can describe two very different levels of traceability and medical responsibility.

Why does supervision matter?

The diagnosis determines whether hydroquinone belongs in the plan. Melasma, post-inflammatory pigment, sun spots, and a changing lesion are not interchangeable. Concentration, application area, duration, irritation, sun exposure, pregnancy context, and other products can change the risk-benefit balance.

A prescription also creates a follow-up point rather than an open-ended fading routine.

What are the risks of an uncertain product?

The label may not reliably state concentration or contaminants. Irritation can worsen pigment, and prolonged inappropriate use raises additional concerns. FDA has also found mercury or undeclared hydroquinone in some skin-lightening products.

Use Skin Intelligence to organize the pigmentation question before choosing an ingredient.

When would I avoid fading treatment altogether?

I would not lighten a new, changing, bleeding, asymmetric, or otherwise concerning lesion. I would first evaluate active dermatitis or barrier disruption because aggressive treatment can produce more inflammation and more pigment.

Frequently asked questions

Can I buy hydroquinone over the counter in the United States?

FDA states that over-the-counter hydroquinone skin-lightening products are not legally marketed in the United States.

Is imported hydroquinone equivalent to a prescription?

No. Source, concentration, purity, labeling, supervision, and legal status may differ.

Can hydroquinone worsen pigmentation?

Irritation or inappropriate prolonged use can create complications; supervision and a defined interval matter.

Can hydroquinone treat every dark spot?

No. The diagnosis matters, and a changing pigmented lesion should not be treated cosmetically.

Is prescription hydroquinone used forever?

It is generally used within a clinician-directed plan with reassessment rather than assumed to be permanent daily maintenance.

What should accompany a pigmentation plan?

Broad-spectrum sun protection, control of inflammation, realistic timing, and a plan for monitoring response and irritation.
